The guy was mentally ill (or maybe just drugged up) and posed no immediate danger to anybody.
Fail to comply with orders you deserve what you get.
My main issue with this is concerns people with metal disabilities. Someone with severe autism for example is very unlikely to follow police orders, or even know what is going on, especially due to added stress.
Same goes if the person was deaf and couldn't hear the orders.
