This should be the parents responsibility. I mean I can just see the amount of complaints from disgruntled parents if schools took it upon themselves to do this.
You can't make people be responsible so you have to restrict their freedom to enforce reason.
It's ironic that governments are happy to restrict freedom when it suits them but not when it's for the welfare of the nation's children.
