Arbitrary application of the law defeats the point of having a legal system. It clearly doesn't qualify as a hate crime by any reasonable definition of hate crime legislation and a wrongful application would only make the situation worse. I'm not sure whether it could actually be classified as terrorism although it really doesn't seem like terrorism. As for the claims of him being rich or entitled, I'm not where that's coming from -- just the fact that he's white? -- because he's the child of a single mom who, instead of going to college like almost 70% of the US population, had enrolled in the military. As such, he hardly sounds rich or privileged, he sounds lower-middle-class or worse off.
In general, you don't need special charges. Just give him the normal sentence, which should be more than enough considering he'll probably get time for the murder and then one count of assault for each person he hit who didn't die.
