Guns-per-square feet, probably not. Smaller countries like Israel and Yemen could have a denser concentration.
Guns-per-individual, good chance. This could mean that half the nation is REALLY well armed while the other half are UNARMED though. I still think European countries like Norway and Sweden and Austria (with mandatory enlistment) are a bit safer, but they also have the benefit of being smaller and quieter.
