Yes. If you havent bought Persona 5 yet, just wait for Royal to come out. If you already have Persona 5, Royal might not have enough new content to warrant a second purchase at full price.
If it's new dungeons then that would be worth it. Just new items wouldn't be. I'll have to wait for a PC release either way.
