old school mickey could be snarky and mischievous, not on the same level as bugs bunny but it was still there. they toned it down over the years though, seems like these days he's mostly relegated to being a fairly flat character mostly for young children. sort of what you said, but also depends on what they're using him in.

Older cartoons he was definitely kind of neurotic. The newer cartoons he definitely has that kind of energy.
i find donald duck to be a far more interesting character....
So does most of the rest of the world.
The Duck universe is pretty much the most popular Disney IP outside of the US. Donald and all his various spin-offs and supporting characters are generally seen as being way more important and interesting than Mickey in most places.
Which might be why Mickey feels bland. He's mostly been relegated to being the mascot (which means they need to keep him pure) and being the star of most of the pre-K toddler-focused cartoons in the US. He's basically the starter Pokemon you get before you move on to the more interesting characters.

Italian Mickey Mouse comics can be quite weird i don't know how good they are though...
I will say this about Mickey: Probably the best classic cartoons he's in are ones based on fairy tales. He's great as a stand in there for stuff like Jack and the Beanstalk, or The Brave Little Tailor.
I read some fan fiction where Mickey got torn to shreds by a pack of wild Plutos when he tried to walk into town.
