Also in a way Disco Elysium, but it's a different form of government and the kind of cop the main character is is quite different. Also, helping people is optional

if I remember correctly only ONE person is helped in the entire game, and it's Kelso that does it (which might be part of the narrative)

Played some indie game called beat cop. You are working a case about some stolen jewels but you still gotta do you daily job of being a beat cop. It involved giving parking tickets to chasing down thieves I think I did a thing involving a missing child.

Was a neat concept but I hate games with a time limit. You basically had a window of time to collect evidence on your main mission but you gotta do the regular basic cop shit too or else you don't get paid
I put my heart and soul into my work and I fear I have lost my mind in the process

You can be a cop that helps people in Streets of Rogue, or you can break people out of prison just to pad out your arrests.

things I do remember include: taking a shower, stopping someone for speeding, getting stuff from my locker, having to learn poker and win a poker match, being in a shootout, having a flat tire every single time you don't look at all four tires before driving somewhere, and a few other things that don't involve helping people.

if you broaden your definition of game to include visual novels, there's some more

428 (detective), AI (detective), Meteor World Actor (detectives), Fullmetal Daemon Muramasa (pretends to be a cop but is way higher up), EVE: Burst Error (one protagonist's an ex-cop turned unofficial detective, other's a secret agent which is basically a supercop), and technically maybe Sharin no Kuni (more of a dedicated parole officer policing social taboos, and it's debatable if that's helping considering the government is villainous)
