Personally, I would say that the verbalized form of that gesture is, "Are you freakin' joking with this?"
Bro's one of those words that can man like a dozen different things depending on context and tone of voice.
So that gesture is like "Bro, are you kidding me?" or "Can you believe this guy?" But change the inflection and you've got "Bro! It's good to see you!"
You could also have "Bro! What are you doing?!" "Bro! That was awesome!" "Bro! Look out!" "Bro! That was disgusting!" Or even "Bro... you should be ashamed of yourself."
In that vein, it's generally interchangeable with "dude".
