Because 140 million people already own a Switch and that's the platform Retro has been working with for the last few years (including, presumably, developing the engine used for the first game's remaster so they could use it for 4). This is not a situation like TP or BotW, where the GC and WiiU had both sold relatively poorly and porting the game to their successors to give them a stronger launch made more sense than restricting them to platforms that offered significantly fewer sales. MP4 will almost certainly sell better on the Switch than it would on a successor, simply by virtue of the fact that the install base will be so much larger. There's also a non-trivial number of people for whom MP4's announcement was a major factor in their decision to buy a Switch, so if they can avoid pissing them off with a bait and switch, that's a good thing.
That said, I still expect it'll launch on both systems, just to bolster the successor's launch library. Making it exclusive to the new system, however, would be a terrible idea. You don't leave 140 million users on the table like that unless you've got a very, very strong incentive to do so.
