And again, in the specific scenario of someone being offered dragon balls (literally any wish within reason can be yours and possibly many more in the future if you work hard) or a death note (an apocalyptic murder device that can do nothing but deliberately assassinate people in inhumane ways) and them openly declaring "please! please! give me the murder tool so I can use it!" there is no moral question about cutting that person off from society forever.

This is just the "Why doesn't Batman kill the Joker" argument. Except not quite on the same level, because Batman is trying to be a symbol and stand for something, and Death Note users would ideally remain anonymous.
People randomly falling over dead would eventually draw an investigation, now the odds of it being led back to you is pretty unlikely but stranger things have happened.
The notion that it would be impossible to trace it back is a bit absurd. Yes it would be a challenging investigation but if you use it like Light did and kill 1000's of criminals you can bet your ass they would try.

I think it is realistic that he's careless at first and then has to be more cautious later though.it's also more compelling than the alternative
In the anime he only figures that out later, at first if you write the name with no context it's a heart attack.He reads the rules and figures that out right away he just doesnt believe the notebook is legitimate.
