Not really. The dress-spheres each had their own look, but it had no real mechanical effect on gameplay. It was more just the visual indication of what sphere was active - in the same way that both FFV and Tactics had different character sprites based on what class you were using. It's not really "playing dress up", because almost no one is ever going to try and base all of their gameplay solely on what the characters look like.
If you want to see a fashion simulator, go play Infinity Nikki. Though the devs fucked that game up hardcore a couple months ago, so maybe don't.
