It is hard to google because so many mix him up with King Piccolo who is a different person.
Piccolo Jr was born to be evil. His evil father, king piccolo could reproduce offspring how he wanted them to be.
So his purpose was basically to defeat Goku. When it really came down to it though, you'd always have more evil enemies who would essentially make them team up.
Iirc, he had a similar mindset to vegeta where he more wanted to be the one to defeat Goku and that would be a reason to help Goku defeat someone else; enemy of an enemy sort of thing.
