If it's the latter, the parents should be getting a call from CPS.
It should be implied that children that can't be vaccinated are not vaccinated.
That much is obvious, but the question asks what should happen to parents of children who are not vaccinated, which would imply punishment for parents of children who can't be vaccinated.
