He was a career politician, that alone makes him a bad guy in the eyes of many. He sold out his fellow servicemen in a time of war, he caused an accident that killed over 100 sailors. Those right there are irredeemable, especially singing like a bird to the enemies about potential bombing targets that caused more downed pilots.
