Maybe it eventually sounds normal if you hear it enough times, but grammatically it's like saying "Is it A...or is it A?" though the word 'or' implies something else than A is about to be mentioned, like "Is it A...or is it B?"
Furthermore, the ominous way such lines are presented insinuate that maybe it's not the end after all. So in that sense it would be more sensible to say something like: "The end...or isn't it (the end)?"
This is completely wrong. How do you go from "The end...or is it?" to "Is it A...or is it A?" That would translate to "Is it the end...or is it the end?"
