Checked the changelog and noticed this:This is actually pretty interesting for me since I did plan to try this mod after completing my first playthrough (that was years ago though haha).
* Added the mod Full Combat Rebalance 3 by Flash_in_the_flesh which includes balance changes and various fixes to gameplay. We took a curated approach to this mod, with some elements further tweaked from what youll find in the mod by default, while other elements were omitted.

The game is very demanding now on my relatively robust PC. I'm getting between 80 and 90 FPS at 1440p with everything maxed in Novigrad now, when I was getting into the 130s before the patch. I have a 5800x and a 3070 Ti.
Nice thing with the game being as cinematic as it is, you don't need to worry too hard about maximizing frame rates, so long as you have a consistently smooth experience. It's not going to play any differently at 200 FPS or 80 FPS. You aren't cranking 90s and hitting headshots.
