Like, if I were to write, " In the new 'Guardians of the Galaxy,' the guardians guard the galaxy, " is that correct?

Or would the comma go outside the quotes because it's not part of the title?

Commas and periods always go inside the quotation marks regardless of context. Question marks and exclamation points go inside or outside based on context.

However, titles of movies can be italicized rather than placed within quotation marks depending on which style guide you are using.

Think of it as only titles being allowed to be in auotations. The name isnt GUARDIANS OF THE GALAXY(comma), it is Guardians of the Galaxy.
