I think that it goes like this:

Enemy within > war of the chosen > XCOM 2 > enemy unknown.

Unknown is kinda rough comparatively in terms of scaling early on, and a lot of abilities are just useless. Xcom2 has some objectively better choices to make so it has a ton of gotchas. Both their dlc packs fixed up those problems and made the games far more refined.
