No I think the line could fit in the right context. It's something Joker preaches thematically. He's expressed that anyone is just one bad day away from becoming him, and also corrupted Harvey Dent to become like himself cause madness is like gravity. Or agent of chaos

I could definitely see Joker explaining to someone that he's simply just a manifestation of something that exists in everyone
