Stable Diffusion WebGUI is a good place to start for Windows/Mac/Linux

After that the civitai website or some crap (forgot off the top of my head) to download different models that produce realistic, anime, retro, watercolor, and whatnot styles of art as the output. You can further tweak the hyperparameters in the WebGUI interface. Last basic thing is to download LORAs which you can find on the same website so that the output produces specific fictional characters or real people. All of this is completely free you just need a relatively beefy computer (anything with specs from 2020 or later should be fine, most important is your GPUs VRAM) and then you can go into way more complex things like inpainting to further tweak your images

Wait wait, people pay to make AI images? I dabbled a bit a while ago, I just put in "A.I. Image Creator" in my search bar and a few options came up. I played around with some prompts for a while and I got what I got. Some good, some bad. Now sure maybe them being free doesn't yield as good as results as something that asks for money, but lol, people are actually paying for that shit?

they tend to use either online services like midjourney or especially dall-e since chatgpt and bing offer the latter as part of their services, or they run software locally, usually going down the stable diffusion rabbit hole

The best one for beginners is DALL-E 3 on Bing. It's free, easy to use, and has excellent prompt coherence compared to the rest. It's also really good at text.The disadvantage is you have limits to how many things you can generate, and it has heavy censorship.
20 years on Gamefaqs, and I still don't have a signature.

To clarify, DALL-E 3 via Bing is the technically-best AI generative program out there right now, and it's not even close. The problem is that it's heavily censored, so a lot of even innocent prompts will end up being blocked because its secondary filter will detect something "wrong" with the images that it generated and then refuse to show them to you.

Otherwise, you can download a local instance of Stable Diffusion and a bunch of add-ons to it. This can require a lot of GPU, though.
