Yeah it's pretty obscure whenever there isn't an announcement, unless you actively keep the link saved somewhere.
But to be fair, if there's no announcement, then do you REALLY need to be accessing it anyway?
Like I said, if there IS one, then it'll list... I think it's below the number of active users, but it may be above. I don't fully remember.
It's nice to have it accessible even when there aren't new announcements, if not just for looking at the announcements through the site's history. I mean, I probably won't, since I don't have a reason to, but just knowing they're there and available is comforting.
