Gotta be Frieza, he's the only one with a consistent history of fighting when he feels threatened, and if his purpose is to protect me, that should qualify under "feels threatened."

Buu literally missed out on an entire tournament because he fell asleep/didn't care enough to complete an assessment/whatever. Vegeta is a consistent underachiever who mainly cares about himself. Cell feels like the weakest in outright power.

Frieza is pretty much the only one who has, consistently, shown the ability and the drive to over-perform, as long as he has personal stake.

Haven't been following DBS. Can Black Frieza beat up Buu? They were still treating Buu like he's extremely OP last time I checked.

Black Frieza currently stomps everyone. Minus the moving goalpost gods of destruction of course. Which besides being awful writing in its own, also implies that we have to retroactively bring Jiren up to that level too.

yeah, black frieza is currently the most powerful character in the series (unknown whether beat gohan is stronger)
Buu is still OP because he's part magical, and magic is completely broken in dragon ball when it's actually utilized, but as far as raw strength he's barely over SSJ3

This feels like it cheapens the whole thing, since DBZ literally works in sequential order, where the next arc villain is stronger than the last. If you don't allow them the material to grow, then there's no point in actually asking, the answer is Buu.

Black Frieza 1 shot the main antagonist of the Heater arc then proceeded to knock out both UI Goku and Ultra Ego Vegeta (his equivalent of UI) at the same time with 1 hit, so yeah he'd effortlessly stomp Buu.
