Wasn't even necessary. In RO there was this item called "special branch" or something like that. You could use it
anywhere
and it would spawn a random monster. So people who wanted to troll could get a group together, walk into any place with 99 stacks of the item, and then just start spam-using it until you got lucky and spawned a dungeon boss (or a few), at which point folks would have to rally somewhere else and work together to kill them (until a GM appeared, but even they couldn't oneshot the monsters).
Dead branches were the best part of that game in the early days.
