She isn't; she was just drawn that way.
...On a more serious note, I think the biggest reason is that she's simply the easiest target at the moment due to her game having yet to "prove" itself in the eyes of the general public. There were a lot of cheap shots aimed at Bayonetta and 2B back when they were new too. Though it doesn't help that the people parading Eve and her game around as the end of wokeness or whatever look pretty lame themselves.
