Homeless shelters don't have a lot of funding so they don't have much security. If you go to sleep there someone could steal all your possessions.

Ambiguous terminology used in topic title. Pretty certain TC means homeless people in the designated car driving areas.

Yes. I believe she means why are they sometimes literally in the middle of the street.

I don't think she's wondering why homeless people are sleeping on the sidewalks or on park benches.
It takes zero effort to be a good person.

Oh ok that makes this thread a lot more narrow since homeless in the car driving areas isn't that high of a number. My city has way more homeless people outside of restaurants or banks. They open the door for those leaving/exiting and seem to be expecting a tip out of it. I guess I will wait for that thread then.

Dunno how it is in the US but in my country shelters are for late afternoons and nights only so theyre always outside during the day.

People in cars have money and can't run away like people on foot can.
Once you're homeless, you stop caring about stuff like that, generally speaking.

Most homeless shelters boot everyone out after each meal so the facility can be cleaned regularly. Homeless panhandlers love working at busy intersections cause they have a captive audience at each red light since they got not choice but to wait for the panhandler to approach their stopped car.
Relying on group guilt to get some cash. If one person sees another give money, they might cave and do it too.

I get that they are panhandling, but they are gonna be a stain on the road if they run around in traffic.
