I don't see an avenue in which VPNs would be illegal in the US.boomer politicians create another moral panic over anti-terrorism, "think of the children", border crisis (somehow), porn addicition, etc. and use that to pass a bill that won't directly violate the 1st amendment, but make it impossible to do business in the US
