Some states have made it illegal to give out water near polling stations. Those same states created a system in which minorities have to stand in line for hours to vote, while affluent white voters are in and out of their polling locations in a matter of minutes.
If only GOP wasnt' some eldritch horror that scared the fuck out of average Americans they would make a giant group of people leave those lines. But at this point most people in these lines are thinking: "if I leave this line, life as I know it in America will be over"
