Take that up with the legislature. His hands are tied when it comes to fines and putting him in jail is tricky because 45 is trying to to martyr himself. Though this could be solved if his smart phone was taken away for the duration of the trial and he was given a dumb phone.
If the legislature were to pass a new law updating the upper limit of a fine, could that take effect during this trial, or would he be grandfathered in to the current law's limits because that was the state of things at the start of the trial? If there was a mistrial, would a new law apply to a new trial?
