That "counter side" is also complicit for the degradation of the system albeit differently from the lunatic side. Instead of cutting it off at the head, they took a "wait and see approach" to something that snowballed beyond their control. That complacency didn't create the problem but it absolutely gave it the fuel to grow and their utterly stagnant leadership is doing it again.
As true as that may be, it's not the same as the aforementioned statement. If anything, there are too many times when Dems in government
should
stick it to the other side, yet don't because it would mean hurting people and at least they don't care about Americans suffering from something like a government shutdown to play politics.
