It's so out of touch. Allen refused to ever do this, he recognized that dividing the user base that way would only serve to make people more toxic. His overall rationale was to not use the biggest stick until necessary so that people on average wouldn't push things to their farthest extreme. Seems that's out the window now, though there were hints in some other dead policy decisions that the new admins cbf to look to the past.
They looked at Allens feedback and said "Thank you for the feedback, but we're not going to listen to it."
