Fritos are too salty, Lays too weak, Ruffles possibly acceptable.

But it's tortilla chips.

Lays are too fragile for all but the thinnest cheese dips.
Fritos are thicker than ideal.
Ruffles are just meh.
Tortilla chips have the right combination of robustness, flavor, and crispness for the vast majority of cheese dips.
