One of my laptops had that same rubbery finish that was over the buttons, touchpad, back cover, etc. It mostly rubbed away into a normal smooth surface (not the back though it's quite sticky).

If you can disassemble it, throw the buttons in some oxyclean and scrub it.
Did it to my dashboard the otherday and it worked like a charm.
