This, plus they didn't want to have to pay any licensing fees for another medium (especially one partly owned by a competing company), so creating a proprietary format was a way around that.

There's enough attention whores on CE already
Nintendo started in opposition to Atari who had huge quality issues and there was no game review media like there is today so Nintendo developed a culture of absolute control.
