Seems to me like DToast was trying to help. People didn't like being cut off from CE for already being in purgatory or something, so he's letting people pm him to consider leting them back in. People said Ace Mos and some others were locked out for that reason, they're clearly back now. He just made a mistake in this case of trusting a guy who said he got banned for being someone he wasn't. From his perspective it probably looks like he's damned if he does, damned if he doesn't in terms of trying to help people get back in if they feel unfairly blocked out by bending the rule a bit.
It's not like the guy owns Fandom or something, he can't dictate their policy.
