For the pure gameplay aspect I think it makes sense to play it after MGS2 since it released before Twin Snakes and is where that gameplay originally came from
However, control wise, with the game being on Gamecube, there is an argument to be made that you should play Twin Snakes first before MGS2 because it doesn't control as well due to being limited by the Gamecube control scheme, which could make going from MGS2 to Twin Snakes not feel as enjoyable as it could. I definitely felt this personally when I did my playthrough of the games recently and went from Twin Snakes to MGS2. It just felt more natural to play on the Playstation controller. The Twin Snakes is fun but it definitely is hampered by the controller in some ways
