When people say that life isn't fair, do they actually mean, "You should accept your lot in life and not complain when the world fucks you over"?

On it's face, it's not untrue. But context matters.
It is impossible to live in the past, difficult to live in the present, and a waste to live in the future.

I've also frequently heard it used by people to excuse themselves for choosing to treat others unfairly.
The food here is terrible. My steak was so tough it attacked my coffee and the coffee was too weak to defend itself.
The Picard quote in my sig is sort of a variation on this. I like it because it reminds me not to get caught up in blaming myself for everything that goes wrong in my life. You should learn from your mistakes when you make them but sometimes things go wrong just because of bad luck.

Some people do use it as a way of trying to get you to shut up about bad things they or other people are doing and that's not okay.

That's my understanding, and to that I say fuck that noise.

Acknowledging life isn't fair doesn't mean we must quietly tolerate the shitty hand we're dealt.

In the end it's also them going "shut up I don't want to hear about your problems", so anybody who tells you that doesn't care about you and I would advise no longer treating them as a confidant.

Life is neither fair nor unfair because fairness is a human construct and has no real meaning when you realize everything is just made up as we go and theres no real reason for anything that happens other than someone or something was or wasnt at a particular place at a particular time and did or didnt do something that caused something to happen as a result

People who say this usually mean "get the fuck over it" to whatever is going on. The classic "No one cares" take.

Granted those same people are usually the first to go "It isn't fair!" At minor inconveniences.
Depending on the person and context, sure, but I've heard it used just as often to mean "complaining and invoking fairness isn't going magically change anything" or in a more "life fucks us all, so why not you?" kind of dismissal.
Thus I became a madman.

I once had a real surreal convo over this with a conservative friend of a friend. He was going on bout how we shouldnt help the poor cause he got out of poverty through hard work and so can they. While trying to persuade him that there was a luck component and I mentioned that life wasnt fair.

He goes did you just learn life isnt fair and then I ended the convo with no Im trying to explain that to you. It would be incredibly fair if hard work was all thats needed to escape poverty.

Looking back, I view life is not fair as why some people need and deserve extra help. I think he and a lot of people view life not fair as a justification for why he shouldnt care about the less fortunate. Life being unfair is a justification for him to be unfair.
