It comes down to what kind of story they think is interesting to tell. It's the same reason it was Falcon and Winter Soldier instead of just Winter Soldier, they felt they had a more interesting story to tell with the two of them.
WandaVision was one of (maybe the?) best rated shows, and people were intrigued by the Agatha character, so they felt they had something there. There wasn't any kind of necessity like "Oh, we must give Warmachine a show because he's Warmachine," they just kinda went "Hey, people really liked WandaVision, and they reacted well to Agatha, and we have an idea for her."

pretty sure one of the people behind it, either the director or writer, got together with the actress and came up with pitches and pitched their story to the execs. execs probably had trash lined up and they figured they have the cast/sets/money and the pitch probably sounded decent so they rolled with it. literally networking.
mcu shows are an entirely different beast, even more now after the link to the mcu movie world didn't really pan out so great. it really has little to do with marvel and more to do with the actors and people involved.
I'm hoping her show leads to us getting the Midnight Sons.That would be fun. I could also see Blade setting that up as well. Hell maybe they can bring back Nico from the Runaways assuming its still canon. The actress seems to enjoy playing her since she did the voice for the Midnight Sons game
Now we just need to bring back Ghost Rider. I seem to recall he was briefly in Agents of Shield? I never watched it but I remember seeing clips

It is probably because they need a dark themed character as a vehicle to introduce something like mephisto or whatever the fuck they want to do, not because she is particularily relevant or interesting.

Someone made a comment about this show a while back that got me thinking.
The breakout character in Wandavision was Agnes, The quirky next-door neighbor playing a part. The actual Agatha, whome we really only got to know in the last episode, was your generic, antsy, by-the-books Marvel villain that was defeated after a powers battle.
The only issue I could see in this show is that Agatha herself isn't very interesting (as denoted in Wandavision). I feel like they will either revert her back to her Agnes persona, or just bleed the Agness persona into Agatha, as that is what I think would make the show more fun to watch.
Agnes was hammy, quirky, and witty. Agatha was just evil and angry.
Granted, I haven't watched the trailer as I don't want to spoil anything, so this may have already been covered there.
