I feel the reason is lack of conviction. They want to focus on themselves or their families only, but not being misjudged for it.
Uh, probably because they don't think they'd get away with it? Honestly, this is the one and only thing that keeps a surprising number of people in check. I mean, studies have shown that the death penalty doesn't deter capital crime because most people who commit crimes either act without thinking or assume that they won't be caught. (and in the case of less serious crimes, out of desperation -- though in this case, people are going to go with the method that requires the least amount of effort and personal risk, e.g. pocketing shit/porch theft, or less often burglary will be the preferred methods.)
Burglary (unless you're breaking into the house of someone you know fairly well) also requires a fair amount of effort and free time, because you need to know your victim's schedule and whether or not there is a dog in the house if you don't want to get caught, bitten, or shot.)
