Okay, doing a cursory Google search:
--First thing you actually want to do is check your PS5. For some people, switching the brightness and HDMI settings to default and then setting them to your desired settings fixes the problem. (FYI I don't own a PS5)
If you have a spare TV/monitor on hand and want to take a shortcut through all of this, you might try the suggestion at the bottom of the page (plus spare TV/monitor into PS5 and see if the problem appears) Note that this may cause a false positive for your current TV/monitor if the actual culprit is a loose connection or the monitor simply needed to be unplugged then plugged back in.
--Check all your plug-ins and make sure they're not loose. This includes any connections bet. the TV and PS5, TV/PS5 to the surge protector, and surge protector to wall outlet.
--Unplug each device for 10 to 40 seconds then plug it back in. For the connections to power sources, you'll want those turned off, first after shutting down your PS5.
--Turn the power off to all devices, then turn them back on.
--Run a "Screen Test" on your TV/monitor if that function exists.
If none of these work, then something is wrong with your TV or PS5. In this case, the first thing to do is plug your PS5 into a different TV/monitor (if you don't have one, then ask a friend or neighbor if they can bring one over)
If the defect appears on that monitor, then the problem is obviously with your PS5.
