So far, that is how things can go often enough. But you've got about 15% of residents that ruin things for everyone else. That 15% causes 90% of the problems and are often the reason for HOA rules.

We had our first association meeting last week. At the entrance of the development we've got a renter who is running a business out of the house. They also put up a swingset with ARB approval. One of the older neighbors called them out, and the builder (they've got double POA votes until construction is complete) was like "Oh, that's my rental".
Dunno how I feel about it yet. I'm a big believer in follow the rules and make the changes organically. Only like four of the fifteen current homeowners actually attended, though. That kinda feels bad.
