People can argue about what he might have intended with that salute, and whether it was nazi intentional or just awkward, and it's sufficiently vague enough to people to make it seem like a "well we just really will know" to enough people.

The thing about people who are not nazis is that they are pretty consistent about not wanting to be mistaken for nazis. So I don't believe someone who isn't a nazi would get a symbol that has been co-opted by nazis FOR YEARS tattooed on a visible part of their body and then openly display it at their job.
