Which lines up with what I said about how he's a joke compared to the Z Fighters. Remember, the announcer is somebody who did announcements for shit like the 23rd and 24th world tournaments, so yeah anything that Mr. Satan would win would be boring compared to people flying, shooting beams, turning into a giant ape and all that sort of stuff. He's seen shit and knows it's not all just light shows and tricks.
Videl is stronger than Mr. Satan but she's not a like a ton stronger than him and yet as a teenager she gets called on like a damn super hero by the police to fight crime.
