Even disregarding that, Vegeta threatened to blow up Earth(which is 3x the size of the real one as a note) during his fight with Goku and that seemed like a legitimate threat to them, so very likely he could've, or at least done enough damage to it to render it destroyed.

yes, he loses OFA in the final fight, but in the epilogue he gets a suit similar to what All Might had towards the end of the series that essentially puts him on par with the rest of them.

Mr Satan is not super human. He's basically just peak human ability but because everyone else in the cast practically is so powerful, he comes off like a loser. But I think the entire cast of My Hero Academia could beat Mr Satan, any of them. In a 1 on 1 duel. One thing someone told me once is that supposedly in MHA world, humans are just in general more durable. People can take a lot of damage without dying

That and most of what happened would be invisible to people's naked eyes. So to them they saw people standing and talking. Then explosions. Then people looking hurt. People had trouble following what nappa was doing then Z fighters couldn't even see what frieza was doing outside of piccolo and vegeta. Cell is on such a completely different level that most people would be absolutely confused what is happening.It's also interesting to consider what that fight would look like to the perspective of a normie. In the Super Saiyan movie there's a recording of the Frieza and Trunks fight and that whole thing was mere seconds in real time. For the Cell fight you'd just be seeing people standing around for mere seconds, then the ring disappearing, then Cell standing in front of some kid while all the people that were just standing still are now all suddenly appear to be dying, then the kid screams and Cell is now coughing up a woman, then a bunch of explosions, and then it's just Hercule standing there all by himself.
