Eh, it could go either way. People always bring up that Krillin was stated to be the strongest human, but that was Yamcha reassuring Krillin's daughter that Krillin was going to be okay during a tournament match, after Yamcha hasn't even seen Tien in 7 years. That's hardly conclusive.
He can still sense power levels. And we know that big powerlevels (of which Tien is definitely top 10 in the world), can be sensed from great distances. Heck, Kid Goku sensed King Piccolo from hundreds or possibly thousands of miles away. And he was only a couple hundred at most.
