Lax open/concealed carry laws and allowing guns on campuses have been two major GOP pushes.

Pure speculation on my part but I think the fact the authorites on scene arrested the wrong guy probably helped the right guy get away

It looks like he may be hobbling during his escape, too. Difficult to tell. If that is his normal gait, someone is definitely going to recognize him.
