I have no idea who that is or what UNATCO is but it is pretty straight forward to have both. I'm not going to take a dump in a urinal and if I had a urinal in my house I would use that over the toilet for urination.

Or maybe it was built with just a urinal and then it was pointed that it was sexist.

The contractor advised that adding a toilet was significantly cheaper than removing the urinal
