So because nothing is written, a future prophet can have another "revelation" that reverses the decision.Technically this can happen with any religion so long as said "revelation" gains popular traction. Luckily most denominations of Christianity are distrustful if not outright hateful of one another so it'd take a pretty strong personality to unify them into one vision.
The Book of Mormon is a good, like, 1600 years younger than the New Testament, I don't think there was a lot of new stuff coming out.

Quite the coincidence that the 70s were also the time they decided to change that rule.
The head of their Church says he is a Prophet of God. God spoke to him directly and said he changed his mind about blacks. The real reason was that the Mormons were planning to expand into Brazil during the 70s, and most Brazilians have some degree of African ancestry.
