Streets of Rage 4.

It has roguelike elements, but they are so subdued and act more like powerups than in other roguelikes. And since it is a beatemup, it just feels like losing all your lives is a game over, like it was typically in the genre.

It's a beat 'em up roguelike.
I just beat it, for the first time, last night. It's ok, kinda shallow from what I can tell.
Your main choices throughout runs are elemental "relics." There's some cool synergies and builds you can make if you get a bit lucky, but nothing to really guide build-paths. There's no removals and rerolls always have a cost. And getting a broken build usually devolves into 'spam <thing>'. But just getting all the talents makes you plenty strong without broken builds, maybe even too strong.
The characters themselves seem pretty basic, the combos aren't that much deeper than Turtles in Time. You unlock bonus moves as you progress, but with the same limitations as the relics. It really feels like you're missing something without certain talents - like the sword character only has a singular basic sword swing without any talents, but can get a 3-hit combo, or charge-up, or spin attack if she learns it.
As you progress throughout a run, you move through a map and can pick which direction to go every so often. Sometimes meta-progress opens up new paths. This is, IMO, the game's coolest system - it lets you focus on certain paths to complete quests, or choose different ones to add variety.
The combat system has some issues. First, there's just way too much shit on screen. The game is only 2-players max, but I doubt I could play with more. Screens feel very compact and particle effects are massive. Second, the attack/block system seems poorly done. You have a dash button that will "deflect" if it intersects an attack, meant to be a parry that lets you counterattack. You can also "dodge" by dashing up or downwards to avoid attacks using the z-axis. There's relics and items that reward you for using these mechanics and you get bonus damage for hitting after doing so. The problem is that enemies, even basic ones, will often spam unblockable (red) AOE attacks that can't be deflected nor dodged. There's also another mechanic, clash, that stops enemy attacks and gives you an opportunity when your attack intersects with the enemy's. It's meant to be harder to time than deflects, but you can just throw out long lasting hurtboxes and clash even with some moves that are unblockable.

I'm 10 hours in and I feel like I'm done after I finish the next major thing, maybe another 10 hours. I've unlocked the whole tree, picked up almost every item, tried almost every new attack. I'm still missing one element and need to beat the true final boss and then I don't know what else is left. Unfortunately, there's no higher difficulty settings or major ways to change how the game plays (besides the accessibility setting that lets you make the game easier via sliders).

It's fun, but my co-op partner had to start his work week and travel for work before we really got into it.
