Had a substitute teacher in high school twenty years ago that didn't make it more than two hours into the day because he was hitting on foreign exchange students.
The teacher was easily in his mid 70s.

The criteria to become a substitute teacher are way lower than the criteria to become a teacher. To be a sub they mainly care that you can pass a background check.
There are good substitute teachers out there, but a significant number of them, in my experience, are subbing because they arent up to standard.
The crazy thing is, growing up as a kid we usually had good substitute teachers. In 3rd grade there was this sub who was like obsessed with Mickey mouse stuff. He had a tie, watch, and other things when the teacher was sick or out. He was cool as shit. But, that was a different time lol

That's not uncommon in any country where teachers have the summer off.
As a teacher who has worked in multiples countries where they get the summer off, yes it is.
I've known a mix of teachers who work over the summer or take it off, in my experience it seems not uncommon.
I imagine the difference is more if they NEED to work over the summer or if they're doing it by choice.

Sometimes being entertaining is how you get students to learn. It obviously has to be balanced, but a teacher that can make you laugh while teaching is more likely to get information to stick than someone who's just dully reading through the text book out loud.
