The point here isn't to force win, but to help explicitly point out that the suspension of SNAP was caused by the GOP.

There is a lot of noise about who should be blamed for the shut down and everything resulting from it. This lawsuit is a counter for when the GOP tries to push that the Democrat government shut down is cutting SNAP. The Dems can then go, "we sued to explicitly stop SNAP from being suspended, this is 100% the Republicans fault."
